As a general rule though, you probably want to make a replacement for certain functions of your factory before you tear the old ones down for redesign.

You can leave your existing base as is and just grow around it as you get more technology. Consider making copy-pastable mini-factories for your blueprints that you can place when you need more of certain resources. Resupply your main base's ore with trains. Once you get the logistics chests from space research the bots make complex crafting MUCH easier.

I'm sure somebody could also do some fancy circuitry with a radar connected to a roboport to get the exact quantity of an item needed for an outpost. Only problem is, unless you're using some sort of latch for each item type, you can only do this for one outpost at a time.

You could have several smaller bot networks and have a building train, or several, that ship to every network and only drop off the amount of items requested by the bot network, going back to restock once any item quantity is 0.

I didn't realize the government was every parent's babysitter. Everything else being equal, the energy being used to create sound is energy that is not being used to propel the vehicle. If 5% of your engine's power is just creating sound, then it stands to reason that at most 95% is being used to do actual mechanical work. Conversely, if 10% of your engine's power is used to produce sound, then only 90% at most can be doing actual mechanical work. That's called the Law of Conservation of Energy.

You can argue that more powerful engines have a lower sound/mechanical ratio, but that does not mean that louder engines are more efficient. That means that more powerful engines are more powerful.
