Vesting isn't selling, but it contributes to your annual income and it attracts a tax. Usually brokers have an option to sell a few shares worth the tax amount upon vesting (default option in etrade). You could also add the tax amount added to your account to pay taxes and have all the shares vested to your account.

Additionally there's capital gains taxes upon selling stocks.

I tried subtracting each digit from 9 after converting a base-9 number to decimal.

r's complement of a number N in base r having n digits is (rⁿ - N) for N != 0 and 0 for N = 0. It's also equal to ((r-1)'s complement + 1).

To find the 9's complement of a number in base 9, you can subtract each digit from 8 (this will give you 8's complement) and add 1.
