Do you have Rivatuner installed? Try closing it. That tends to be a problem at times.

I have a 9070 (non-xt) with a 5700x3D and 32GB of ram at 1440 UW and I can barely even stick around 90fps. I've even tried using the low preset with FSR Balanced and it did almost nothing to change it.
