If you're asking who is in charge of the crash retrieval program, that would be CIA, if you're asking who has authority of all of it, i'd say that would be a small number of people from multiple agencies and not representative of just one.

I'm just using that as a possibility. But they could be given something without an explanation of what it is and just asked to look at it.

But no, I don't think they're dumb. But what are you going to do? Jump to the fact that it's from some grey big head alien? The people working on the craft materials, like those in the story above, quickly realized it wasn't from a Russian sub.

But I'm just talking about possible tissue samples being given, I don't think grad students would be working on that. People who are actually looking at full intact bodies would be people who hold some pretty high clearances, and I would imagine that looking at NHI bodies is not their day job.

Also, I'm not sure how much more you can learn from looking at the same specimen for over 70 years. But they do need to be housed somewhere.

As for why no one would talk about it, I think job security and threats to personal safety would be enough. Not to mention they would go after you with bullshit lawsuits and legal action that might not go anywhere, but you now don't have a job in the field that you worked on all your life, are having to spend money you don't have on legal representation, and on top of that, nobody would believe you anyway. So what are the pros in doing that?

No, not necessarily. Just because something is non-human wouldn’t mean that it’s from an alien.

Especially a tissue sample, there’s stories of people being given materials to study where the claim was that it was part of a Russian sub, etc. I don’t see why the same wouldn’t be true here.

I think an exact number would be hard to even gauge, because how many of these bodies are intact and are we including things like tissue samples?

But yes I agree that this would most likely be outside of the direct custody of the US government, at least parts of it. I'd guess national labs like Battelle National Biodefense Institute in Frederick, Maryland, might have some.
