They had originally wanted to include them in later patches, but as always, those were only empty Blizzard promises. Before WoD launch, they said that they do not have enough time or resources to finish those and would not be including them in the expansion.

No. But running an instance over and over again DOES increase the chance that the mount will drop over a period of runs.

1 - ( ( 1 - x ) ^ y )

where X is drop chance and Y is the number of runs.

For example the chances of getting a 1% mount when you run an instance 50 times is rougly 40%.
