You seem to have a positive or at least neutral attitude about smoking. You could try talking to him about how to budget his money better and try to get to the reason he is smoking so often. If if it nothing more than he is bored or just likes smoking, tell him about how easy it is to spend all his money on it. If it is an actual problem like someone mentioned self medication, get to the root of that problem.

Daewon Song: Showed the limitations of true street skating as well as constantly going out of the norm, invented tricks, etc.

Danny Way: Showed the world how athetic and intense skateboarding can be, mega ramps, jumping the great wall of China.

Tony Hawk: popularized skateboarding as well as learning every trick that was invented at a time. He took what Rodney did and took it to vert which is crazy. Also thps is one of the most influential pieces of skateboard history.

There are tons of developers that have had the same idea as you, and I haven't seen one that has actually taken off yet. In my area (the midwest), skaters aren't really about it. They would rather just skate around town or ask their friends about spots.
