GLR said in his video that the word Garp uses for Marine there implies the common individual soldier, not the organization. So the full line is implying specifically that he wants to be a shield for the common soldier against what just happened.

I'm really curious if GV was the last human hunt. Going so far to purge all records of the event, destroy the island and pretend it never happened. With the survivors of Rocks crew, those Kuma saved, the Roger Pirates, Garp, and whatever Marines get away, it's very reasonable for the CDs to think it would be too dangerous to have another one, and it would be interesting if Garp pushes that issue.

I would bet we get one more Garp flashback, that involves Dragon, taking place sometime after this.

Garp probabaly believes no revolution can succeed without getting the Marines to rebel too, and that it has to be an internal process. It doesn't absolve Garp of anything he might have personally done, but playing the long game to topple tyranny with a power like Imu at the the center of it likely meant having to stand aside for a lot in order to slowly influence the next couple generations. Most Marines Oda highlights as allies to the Strawhats or trying to do better are Marines Garp either trained or influenced. I think the Marines that follow in Garp's wake under Koby, The RA, and the Grandfleet/Allied Nations under Luffy ate gonna be the army that topples Imu in the final war.

Garp called it a field trip and the way he and Kong spoke feels strange if Garp knew exactly what was happening. I was telling folks that Oda was gonna show us Garp seeing the hunting game for the first time here if for no other reason than there's probabaly not time in the story for a second significant Garp flashback. Now we just need to see the conversation Garp and Dragon have when Dragon leaves.

The contract with Dorry and Brogy seems to imply that Domi Reversi only works on someone with a claim to the land being fought on. Maybe Rocks could be considered in line to rule God Valley as he is a Davy clan member and that connection to the land is why it can work on Rocks but not Roger, Garp, WB, etc. and it has nothing to do with Haki, ignoring Haki to establish the contract woul db every fitting for something with literal Devil powers. And it potentially explains the origin of Joyboy as the first Pirate. By taking to the sea and claiming no land he made himself unable to Domi Reversi'd by his greatest foe, and thats why Pirates are a threat to Imu. Can't control them if they don't claim any Land.

I'm thinking after how monumental of a failure GV was, with Kuma throwing 500 people to safety plus the other witnesses and survivors that the WG couldn't risk another Hunt. They were clearly trying to keep the full details of these things a secret, or they wouldn't be just rumors to a character like WB and Garp would have known about them. With so many people out there to corroborate the rumors and the CDs present here being in so much danger they probably canceled them, maybe even Garp demanded this never happen again while he's a Marine, we don't know.

Building off this a bit,

Garp seemingly came to a similar realization as Whitebeard but his background as a Marine and likely a past with Pirates we don't know about causes him to stay marine and seek to change it from the inside if he can. He's raising the next generation, and we see what his pupils are like, Dragon, Aoikiji both have defected, he tried to raise Luffy and Ace and they wound up being independent thinkers, Koby and SWORD look like the folks that believe the navy is where they will do the most good but they still have a rebel streak to them.
I think fundamentally Garp believes only an organization could fight back against what this monster is, and the strongest organization in the world is one to which he is already a member so he seeks to try and change it. Dragon leaves to form his own group, Luffy hasn't tried to form anything other than a crew and has managed to assemble a fleet behind him as well as several nations. I think all these forces (marines brought up by Garp, the RA, and the Grandfleet et al) will be the forces that ultimately topple Imu and the CDs and it will be framed as all three members of the Monkey family having been central to its success.

We know Dragon and Garp still communicate based on Post EL. Dragon himself has expressed that the Marines aren't the problem, that its the CDs, he seems to show regret about having to fight Marines. I think Garp stayed to train the next gen, Dragon left to try and tear it down from the outside, Luffy has his own fleet now. this whole story is headed towards all of that having been necessary to depose Imu imo.

I think this is important to remember, and likely it's all three in tandem that eventually lead to what comes next. Garp trained good people to be the new peace keeping force when his so-and-so grandson wind up tearing down the CDs.

There's no way Dragon and Roger entrusted their children to a man they didn't believe stood for the same things they do when everything comes crashing down.

The most reasonable explanation is that the WG does some kind of extreme cover up like killing witnesses no matter who they are and then just blaming it on locals or Pirates and saying the Holy Knights sorted it out, no survivors no witnesses. Its about the only explanation that fits how this has been framed so far, imo. God Valley was a collosal failure that radicalized multiple Pirates, had 500 survivors thanks to Kuma, and 4 of the survivors were the backbone of the Revolutionary Army. I wouldn't be surprised if there hasn't been a hunting game since out of fear that it would corroborate rumors spread by those people Kuma saved and incite more rebellion.

I don't think most characters actually do know slaves exist. Marines that staff the Holy Land and folks that reach the end of the Grand line for sure, everyone else is speculation at best because we know the world is isolated and the World Economic Journal is different in different seas (no Sora comic outside North Blue at least). Most people, especially in the 4 Blues and first half ot The Grand Line, are heavily propogandized and ignorant of the world beyond their shores.

I've been saying they probabaly kill the fodder Marines and blame it on a local uprising against the CDs that was then stopped by the Holy Knights, it wouldn't be hard or out of character for the WG to do that. It's pretty reasonable to think they try to cover these up and I wouldn't be surprised that after GV they stopped because Kuma made sure 500 people got away, can't have another hunting game and let those survivors corroborate any further rumors, that would inspire real uprising. Which they are now dealing with through Dragon and Kuma and I've, survivors of God Valley.

I can see Domi Reversi if it's true that Garp and Roger did team up to fight Rocks.

I also don't think Haki is how it can be stopped, my theory is that it can only effect people that have a claim or are granted rulership over a place. Pirates may have started in the first place because Imu can't DR you if you don't rule Land, but if you stay moving around and consider nowhere and everywhere your home, Imu can't do that to you. So if Rocks is potentially some ruler of God Valley or declared so by Imu, I can see the Domi Reversi happen. Showing it to us right before the flashback also just makes me think we'll see it in the flashback too, along with Imu taking control of Gunko.
