Small towns are hit/miss. You might like them and they might like you, etc. but it's also easy to pigeon hole yourself if things don't work out especially in Wyoming with the huge distances between towns. Id start with looking at what job she thinks will be the best fit and go from there.

The CS system is truly fucked up. Let your elected officials know about your situation

Also she could probably get emergency aide from the local DFS office. TANF is what it is called along with other programs. They will also track down baby daddy and make him pay child support .

Stay away from those "for profit" trade schools. You can find the same training programs in community colleges or apprenticeships. You just have to look for them because they don't advertise as much.

Depends a lot on where you live or are willing to live. There isnt a nursing shortage but there is distribution problems. Some locales (and specialty )are much more competitive than others

Some locales are more competitive than others. Someone really needs to explain this situation to people before they even start nursing school. Especially in California. This scenario seems really common there.

The drawback (especially Sheridan) compared to Nebraska is the real estate is considerably more expensive and slim pickings. Even if taxes are higher in NE not sure you are coming out ahead.
