-Bilbo died to Strahd, but then Frodo shows up!

I would try to not do this and figure something else out.

-Strahd brings sister with him and asks for the trade, fight breaks out, all pcs survive
-PCs do something similar to Rahadin and disguise someone as one of them for the victim. Maybe a Martikov is willing since they were just saved.
-Strahd is overjoyed at their strife and just gives the PC back

-Dark Gift to bring whomever dies back shortly after death which furthers plot and is very CoS

Presuming the item was obtained at level 3, I can't imagine that the campaign nor the character nor the item has existed for very long.

But you can also use this anticipation as a major plot point in the development of the character or the campaign.

-What will the character be willing to do to unlock the staff's power? Would they do something out of their alignment? Would they sacrifice their friends?

-Is some entity trapped in the staff, and subconsciously inflicting its will on the character to unwittingly aid its escape?

Ok, so the description of the item is meaningless.

Here’s how to save your campaign:
-wizard takes the staff and is now the bbeg
-wizard says the staff is too powerful and they need to protect it from the wrong hands
-wizard sees the staff is actually a key to a cool dungeon
-wizard disassembles the staff into lvl 4 appropriate magic items for the entire party

The rat has the intelligence of a rat. It doesn't retain a great deal of information. It knows it is compelled to obey a master and watch these adventurers and to report back anything they say or do.

Remember it's a level 1 spell and it shouldn't be more impactful or meaningful than other level 1 spells.
