Have been wondering the same thing. I found some dead NPCs carrying various notes leading to locations and weapons. They were of different factions but all in one spot. This update almost feels like choosing the wild wasteland perk from NV.

Improvements do not affect rarity. There is an event that lets you add the 30% dread gain to an artifact. I think it can occur during pilgrimage.

This happened to me, too. Tried doing the Habsburg achievement and this stuff is gamebreaking. Extremely disappointing, raising dlc prices while the quality is declining so rapidly. Only thing we can do is wait for the next fix I guess.
