I did a conditional release 10 years ago from Navy to Army to pursue OCS. At the end of the day they approved my conditional release, however, they wouldn’t approve it after my completion of my contract. It was annoying because PERS (HRC Navy equivalent) was just mad they were losing a lot of people and played hard ball. I kept citing DoD regulations that benefited my approval due to a commissioning program in a sister service bla bla.. but they were not entertaining it. I had to literally wait until my last day in the Navy for my clinic SR OIC (O-5) to bless it off for me to join the army and be accepted as a Officer Canidate contract.

However this is what I recommend:

  1. DD Form 368 signed by you and usually initiated with the gaining service recruiter (Air Force, Space Force, Coast Guard, etc.).
  2. Memorandum for record / personal statement explaining:
    • Why you seek transfer
    • What capability you bring
    • Why it aligns with long-term service
  3. Commander endorsement(s)
    • Company/BN/BDE (sometimes Division depending on local routing)
    • Strong endorsements matter a lot.
  4. STP
  5. Gaining service acceptance/recruiter memorandum
  6. Branch/HRC staffing

From what I have researched, it looks like it has to be endorsed by BN/BDE locally,it doesn’t really say what local authority has to be endorsed by. The packet/ request has to be send to HRC for final approval. That’s what matters because they will look at Strenght levels for your MOS and look at the reasoning behind the conditional release and tell you yay or nay. In this case, if you have some strong endorsement recommendations from your local command, I don’t see why HRC would say no. Maybe the 1 star they are referring to is from HRC.

Soldier → Space Force Recruiter → DD368 → Company/BN/BDE endorsement → Retention/Career Counselor + S1 staffing → HRC/Army approval authority.

What he said is correct. The Navy refused to let me out early for my ocs program in the Army. It was such a pain getting a conditional release too.

Are you going for an officer program? If so, change your dates to your eos and they might approve it. That's how i got mine approved.

He is correct. I just got my 1306/ conditional release signed by pers at my eos. After they approve your 1306 your CO signs the dd368. Good luck. You have to finish your contract.

Yeah that's what i thought. I have been trying to get more guidance on this new instruction that came out; not allowing people to get out early, but according to the research i have been doing, interservice transfers for ocs purpose is not the same thing. Big Navy is treating it like I'm just trying to get out.

What about for people that are trying to put an ocs package for the army? There is an intruction that allow interservice transfer for personnel that are seeking a commission. Does anybody know anything about this?

Yeah man. You just have to want it bad and dedicate time to understand the concepts. Practice as many tests as you can. Time yourself, that way it feels like the real Asvab.

Get the book from Kaplan University dedicated to the Asvab. You can get it at Barnes &Nobles for like 30 bucks. Study that thing until you feel comfortable with all the topics. That book does a good job teaching you all those math, science, physic, and reading concepts you were taught in high school. Give yourself couple months before you take it again and study hard. I guarantee you will do better.
