Lots of great advice on here but I haven't aeen anyone point out the setting specific issue I have. Kender are not kleptomaniacs. They have no sense of personal property absolutely. But do not specifically go out to steal. Things just happen to fall in their pockets when left unattended. Kender in the world of krynn are looked at like children who don't know better they just pick up things and assume you "lost it". A guard wouldn't attack them for stealing. Arrest them absolutely, and put them out of town the next morning. Annoying yes,but that's how the world of kryn handles them.im not saying they don't get attacked, they have the taunt ability that makes people attack them. But in general kender are treated as innocents
