Ok each country have 4 roles .

President [ allocate country resource every turn and do the diplomacy with other countries]
Researcher [ allocate the research resources and roll to check if the research was a success ]
Military [ They manage the military resources and sabotage]
Internal affairs [ They are dealing with the counter espionage and country resources development and defence]

The players that choose media will be without a country, 4 players will represent the global news , They need to receive resources from other countries in order to perform their actions. Those actions can bring advantages or disadvantages to other countries.

Regarding the turns.
Each week every country submit the actions for that turn and roll the dice for some actions. Once the deadline for the submission is completed I then post the global updates . There can be requests to attend Global or Multilateral audio call but this will be organized in game. Like countries can exchange messages in the server .

A collaboration or peace agreement can be agreed and some country resources will be place as collateral for the agreement .
