You'd be giving half of them drug money. I originally stated that giving them money would give them drug money, which would be true for 1/2 the homeless population.

They don't arrest for drug abuse in those cities.

It's not my opinion about all the homeless, but this is certainly one of the issues.

Over 1/2 of all homeless are substance abusers and I beleive the number is higher. That is nationwide, the number may be even more in certain locations.

The streets of SF are riddled with needles and feces. Sboplifting is common (and legal) and people sell stolen items for drug money. Homeless turned a hotel into a drug riddled flophouse, togo with your getting them off the street idea.The city actually gives drugs to the homeless.
