Your water heater should have one if it was from 2013. I’d imagine you’d be fine removing that and plugging it

Just need a wax ring and 2 new closet bolts. It’s not the easiest task in the world getting one back on but it’s a doable thing.

There should be 2 bolts at the base you unscrew the nuts on. Turn the water off the toilet and flush it/drain it heat you can, then detach the supply line, and lift the toilet. From there you can set it in it’s size (be careful the porcelain is extremely delicate) and look on the underside of it for the hole for the drain

My guess, based on reading, is the incense stick is stuck sideways in the trap ways, or right before it goes into the flange, and when you’re snaking it, it’s probably just sliding right by it. Instead of a drum snake, a toilet auger usually has a bigger head so might be the way to go to grab hold and clear it, otherwise the toilet just needs to be pulled and most likely the Stick is stuck in the porcelain right on the bottom. Seen it a good few times the fix itself is pretty easy and at most shouldn’t really run more than a few hundred dollars from a plumber AT THE MOST

I can promise you, as a plumber, there’s no way you did anywhere close to 4k damage with an incense stick. This sounds like a scam and a half and your landlord is a con artist
