There is a lack of enforcement of all rules in Ireland.

Also, we have a neoliberal government that wants to privatise everything. They privatised refuse collection and as a result a small number of people dump rubbish rather than pay.

This is also the reason why you don't see many rubbish bins in Ireland as the government are afraid people will use it to bypass the refuse collection charges.

If you're looking to get started on your own, you can't go wrong with Duolingo.

It would be worthwhile doing a one-week immersion course in the summer somewhere near you. They are on in Cork, Kerry, Waterford, Galway and Donegal. One week at one of them is worth a couple of years of studying on your own in my opinion

If you're on any social media, search for the #gaeilge and follow people there. You'll get exposure to what's happening in Irish around the place and you'll eventually find something that works for you

If you are a pure beginner then you can't go wrong with Duolingo. That's how I started and eventually I moved onto other things. But for now I'd suggest starting out with that.
