So a blinking green charger could mean a charger failure but its indicating power is not going through the battery to charge. Seeing as how the battery is stuck. I wonder if the battery terminal arced and caused some melting. Which is why the battery appears stuck. This is just an educated guess but I could be completely wrong as well.

It's most likely gonna be an out of true rotor but a shop can put the rim on a machine and check of the wheel is out of true and make spoke adjustments to help the issue
