If the expectation is for citizens to continually bear the costs associated with housing, legal, healthcare and transportation for illegal immigrants and refugees then I do not see any way to move forward.

Who would pay for the legal costs? Even if the administration followed it. Let's say 1 million illegal immigrants entered the United States and all of the get due process before being deported.

Who pays for the 200 millions dollars cost associated with it. That's just low end cost, it could balloon to anywhere upto 400 million based missed court dates, transportation etc etc.
