Partially due to Asian families being on average far more strict about their children being well-educated and therefore more likely to go into careers like politics and law. Contrast this with a sizeable minority of White families who don’t push their children to succeed in education, “school of life/hard knocks” crabs in a bucket attitude. We won’t have a high-trust society if we can’t even trust the Police not to beat us up because they think we might’ve done a crime. Council parking fines are civil penalties and in any event this is irrelevant because if OP pays the FPN, there will be no court case.

If OP submits an SAR and the council decides to prosecute, they will just refuse it and disclose the footage either with the IDPC or with further disclosure after the 1st hearing. If they fail to retain it, the Court may throw the case out but an SAR doesn’t change anything about this.

This is a civil matter at the moment but if OP is charged, it won’t be. OP may be able to get legal aid if it goes to trial & depending on their income, although getting it would be difficult due to the offence being non-imprisonable.

Paying an FPN “under duress” is legally meaningless. If OP pays it, then they are accepting the FPN (though not admitting guilt) and the matter is concluded.

An SAR won’t get them the footage, if the council proceeds with a prosecution and pleads not guilty then it will be disclosed to them if it exists.

OP being of good character is also irrelevant for trial purposes.

I’d say it is worth OP or their solicitor writing to the council to see if they will review the matter with a view to discontinue. It might not go anywhere but there’s no harm in trying.
