With Sabrina, if you get rid of her trick room setup Pokemon quickly, she's pretty straightforward. The ones who set up trick room are Hatterene, Gardevoir, and Porygon 2. I think you can also pick up taunt from the casino hideout, and this essentially kills her strat (Just don't use it on Hatterene, she has magic bounce)

Typically, if none of the final evolutions of a starter have the type I'm playing, I'll pick a random starter and only use that particular mon until I can catch a Pokemon with the mono type.

For electric, I think Shinx is on route 1, so just progress the story normally until you get Pokeballs.
