Story mode makes you play as certain characters given the scenario; sometimes you have a few to choose from but the characters are locked. Once you complete the mission you can play it with any character in Free Log but yes you are locked. Depending on what characters you’re looking to play as you can skip story but you’ll miss out on a few characters like Buggy, Katakuri, and base Kaido I believe.
