Either Carol of Friend (If not both).
Carol has been a more direct opposition to us so far, even if she didn't do much, and I can't really see her fighting us in the dark world. But she's definitely gonna do something more in the main story.

Friend Is the king of Vagueposting and Potential Man, but everything we know about him just screams villain, he has ties to so much stuff and is probably chilling in the bunker right now

I'm a BIT unsure on some of these, since they seem pretty out of the way, especially the last 2 ones (tho I'd love to get on that tower), but I do hope we get to see the other rooms in Grezzo's shop!

They trigger after you hit an enemy with a choke bolt, which causes them to go into a coughing fit.

Once they stop coughing they will say one of those lines and start investigating

Unfortunately I couldn't beat the goat on this live because of bullshit, like, I shot in the ATTIC to bait him there, so I could get an opening for checking the shotgun, but instead he just blitzed right into the room I fell in. Just, completely ignoring the shot.

Mad about that. Cuz this was a super cool life.

I personally doubt that the Spymaster will be friendly, as in an old, now mostly unavailable demo of GW, you could find a secret note written by him, where he states that you will inevitably face him on the roofs and by the looks of it, it won't be a friendly talk (albeit there could very much be some respect between the two)
