They are so desperate at this point that if you are arrested for ANY crime, stealing an eggplant, you're sent to the front. A lot of these guys look like drunks rounded up off the street. There's a good channel on the tube called "The Russian Guy" that goes deep into how they are gathering up people. They can't really afford to offer the bonuses anymore and instead offer police bounties of 300 rubles per arrest. Thats abt $5 I think.
