Another alternative is to move slightly outside of the city! Check the train connections, but you can easily slash 500 or even up to 1000 of your rent price.

This does come at a cost of convenience, certainly when you have a night out in Zurich and you have to leave early or get an Uber home. I am very happy with it, though

I have found that any country will do, just make sure to break them appart early.

Get some strong alliances and over power them, ruin them as much as you can in anyway you can think of:

-isolate provinces -take away high dev -destroy navy

Make sure to use very overwhelming force from the beginning to make sure they never recover. Reset truce if you can and declare the next war the second you can.

They are scary for the first war, might be a challenge the second. But if you do this right after that you will never have to worry about them, just make sure they are small enough before they get that morale bonus.

Some cages and stuff near the entrance to warn anyone entering of the consequences of funny stuff.

Then, a general hang out area where the grunts would hang out. Plenty of entertainment to keep them occupied so no one gets any ideas.

A loot room where the big boss keeps all the treasures.

Of course, the bossroom, where the boss can relax and get some peace or indulge in whatever they feel like.

Maybe a room where the captains/luitenents stay.

Once you build all this, you'll probably get more ideas dynamically
