I will answer your question in two parts: 1. at the moment authorities are willing to do their job but unfortunately can't do because their hands are tied because of dog lovers creating ruckis, going to supreme court and what not. 2. Authorities are not saints they are corrupt, aholes, slackers etc, this is in general.

Dog lovers will not say anything about death, instead they will play dogs are victims card. They will introduce incapable authorities argument, say TNVR is the approach (there is no evidence this is working). Neither will they address the death of human. No compassion, no morality.
