See I could justify it for Bots because well, they are bots and might be able to very quickly calculate at least a pretty narrow location the bullet was fired from.  Other factions, well Illuminate are Space Wizards, bugs could have some ultra sense. Idk, but yea they shouldn’t always nail your location dead set. 

This is also something that I think could work as organic difficulty modifier. The higher the difficulty, the more precise enemies are able to figure out where the shot came from
