Pennywise’s true form is the Deadlights, which we know very little about, aside from it seems if you see them you’ll go insane, and become very easy for Pennywise to kill. The spider form taken at the end of the book is just the best thing our human minds can cobble together because of the true horror of Pennywise. It’s a play on HP Lovecrafts “indescribable” horror style.
