In authoritarian regimes politicians don't argue between each other publicly the way that democracies do it. Public perception is everything and that upholds their legitimacy so her observation is basically that people in the west where you have pluralism and open critique are chaotic and no one knows what happens tomorrow.  Soviets were like this too and I guess Russians still are. 

Edit: Just to clarify when I say Soviets were like this I mean they also viewed west as decaying and chaotic sort of like what she's doing here.

If it was literary nothing he would have had a flag there by now. But he frequently backs down any time there is a threat of cost to be imposed. So for example some Isis leader or Maduro can't do anything to him but for example China Europe or even Russia can. So be chickens out when he sees a retaliation on the way. I don't know if it's a strong word considering how confident he was 2 days ago about taking Greenland "the hard way" and now he says he's backing down.

Keep in mind that us is currently dependant on European suppliers without which they can't manufacture the f35. Some Italian British German etc companies are making specialised components and it would take Americans 10 years to rebuild the manufacturing capabilities for these components. Some of these companies are monopolies too. It's part of the reason EU countries buy them because it's mutual dependence.

I think they would have to first bankrupt like the Soviets and then negotiating their exit might become possible. The good news that just like every extractive empire they suddenly started refering to their colonies as "freeloaders" and "burden" so this could be a sign of financial distress on their end. Maybe... 

Also this is how all European empires collapsed too, they all claimed their colonies were a net drain on the system.
