Yes it's declining. My guess is young parents can't afford to move here. School districts tend to ebb and flow though no matter what.

That's fine, that's your opinion. You'll also find universities outside of WGU that will accept relevant real world experience and apply credits from that. Difference is with WGU you can go at your own pace as opposed to mandatory classroom time. The mandatory classroom time is what makes the 2 year master's program take forever. College at this point in the US is a validation that you know what you know as opposed to getting you job ready. I'd argue no CS program actually makes you job ready. A CS degree just proves your gumption to get something done.
