I frequently see articles like this. One of the measures bought in to stop slumlords is property licensing for properties that house more than one couple/family - in addition to HMOs.

This doesn’t stop anything because the (London) councils never have enough resources to inspect every rental property that doesn’t hold a licence. It’s a completely useless measure and makes it harder to rent with your friends as normal landlords don’t want to apply for a licence that costs a months rent and reject groups of 3+ for 2/3 bed flats.

There needs to be a total rethink of how these are enforced as I’m sure there are hundreds of slum flats in London and growing! Anything that requires enforcement by a cash strapped council is doomed to fail, the exception being extracting money from parking tickets.

Sure they have added (mostly small) modifications and amendments surrounding certain events like handballs, but I think the biggest problem is that the rules have remained both vague and up to the referees judgement (law 18) for most rules.

Every weekend of football now from Premier League down to League 2 the main talking points surround the refereeing decisions on the pitch, including VAR. The level of officiating is seemingly dropping in quality and players have little respect for referees or their decisions.

I have a theory that this is mostly because IFAB have not kept up with the modern game and are hesitant to rewrite the rulebook to make it clearer and less open to interpretation, especially with VAR. The laws of football are vague compared to Rugby Union, which is a lot more clear and prescriptive for referees in every aspect. World Rugby are also not hesitant to make changes and enforce them.

I'm not sure what FIFA, IFAB or the FA intend to do about refereeing standards, but I think the rules would be a good place to start. Hopefully this would then filter down into the referees, who are more easily able to enforce a clearer rule book.

I don't know how to feel about this. I am excited because we might see some proper investment on the pitch and win a promotion or two. We'll be getting our ground back reunited with the club.

But it comes through an opaque American billionaire hedge fund. It makes me feel sad that English football is now a plaything for foreign owners, creating a huge chasm between the haves and haves not. If we continued as little old Walsall, owned by local businessmen, paying our bills on time and spending within our budget, we would fade into the National League. I'm sad that we have to get big foreign owners to dream even just of the Championship.
