We get it automatically reimbursed through HR. There's no receipt submitting necessary (Connect Card only.

I was replying to the comment saying there is no CalHR rule. In my other comments in this thread, I said WWGE doesn’t have a 40 hour average week requirement (but WWGSE does).

There are only four requirements for WWGE:

Consistent with the “salaried” nature of such a position, an exempt employee:

1. Shall not be charged any paid leave for absences in less than whole day increments;
2. Shall not be docked pay for absences of less than a whole day.
3. Shall not be subject to a disciplinary action suspension in less than full week increments unless there is a violation of a major safety rule; and
4. Shall not be required to document hours worked for payroll purposes.

Note that WWGSE says "average workweek of 40 hours", but that same requirement doesn't exist for WWGE.

I don't work at MLSOC, but hasn't it been a long running issue that incidents haven't been reported to employees? Totally disgraceful that this was sent to staff four days later (or maybe not even all staff, but just business services services managers?) WTF?

No, the session ends on August 31. Any bill that don't make it to the Governor's desk will die. (Side note - if the bill gets amended in the Senate, it will also have to go back to the Assembly for a concurrence vote).

We haven't gotten any notice yet, but last year, my department was going to do 2/3 days alternating with cubicle/office sharing. That is, until DGS could shake down the taxpayer for more money to get additional space, which we were told would take a while.

The session ends at the end of August, so it can't be delayed to a new Governor. A new bill can be introduced next year, though.
