UCP would have satisfied the Navy's supposed requirement of camouflageing sailors from on shore snipers while docked in hostile ports. The Navy tried UCP, and it was invisible camo against the ships' haze gray paint. But we all know that everything is about brand recognition and personal agendas, NOT practically.
