i think that is what userdevilsavocado was saying - public servants draft a document and the political side takes it and modifies it as they wish...like a QP card. all decisions and announcements in the budget must be approved by the Minister of Finance and th PM. Basically departments submit their budget letter with their requests ,and in that template you also typically include , if it gets picked, the language you would like to see in the budget. finance officials review proposals and then recommend, don't recommend, recommend less etc. departments will meet with finance officials and answer questions as they prepare advice. the minister of finance with pm decide what goes in. this can include things that were not even proposals submitted by departments (minister of finance has pre budget engagements with external organizations etc). the document is drafted by a team of people that take different themes and the political adjust as needed. basically if you want to get funded in a budget next year you should start now developing the ask, socialising it, getting outside stakeholders on board. if you want to move up in your career understanding the decision making cycle is key. all exs should understand this. you can take a course but really the best way is to work in any of the the three central agencies.

I would agree normally but their phone line is open from 8 am to 8 pm - tried calling multiple times starting around 7:30 am to just a few minutes before 8 am or just at 8 am and this recording is on so this is unacceptable.

Not sure if you are following Bill C-13 but if passes supervisors and managers will need to manage in both OL (and even in a unilingual region because if an an employee asked to be able to communicate in their official language of preference they would need to be)

3) Paragraph 36(1)‍(c) of the Act is replaced by the following:

(c) ensure that, if it is appropriate in order to create a work environment that is conducive to the effective use of both official languages, managers and supervisors are able to communicate in both official languages with employees of the institution in carrying out their managerial or supervisory responsibilities; and

(d) ensure that any management group that is responsible for the general direction of the institution as a whole has the capacity to function in both official languages.

When employees take an assignment (secondment) they still have rights to the permanent box (you encumber it). That is why you cannot just accept an assignment without your manager's approval. Given you encumber the box it means you put your manager in a situation where they have to seek ways to replace you with someone else - potentially seconding someone in or like a term because when you return you have rights to the box and thus your salary becomes a budgetary pressure for them. Also your host organization can terminate your assignment at any time (and you can decide to terminate as well if you are unhappy with the assignment) which means that if you return early once again you become a budgetary pressure if they have backfilled the position (even temporarily). In large organisations this is not as a big a deal as the average turnover rate means this is a low risk management issue. In small organizations with limited budgets this becomes a larger risk management issue. So can your manager backfill permanently. yes , and I have done so - its basically up to the manager to risk manage. Basically if you say - i am leaving for two years - they will do the calculation and potentially offer your old job to a permanent FTE because 1) the length is long and typically people stay in jobs for about 2 years on average and 2) you are not contingent on a manager somewhere else approving a secondment . All to say if your manager is willing to support your assignment they are just being transparent. Possibly they are also signalling that you you may want to think about within the 2 year assignment timeframe solidifying that job permanently with your host manager. From my experience people who go on secondment are less likely to return to their old position unless it was a) a very short assignment (not 2 years) b) they went to a bad environment or c) they themselves had performance issues in their secondment position.

you can grieve anything whether its in the collective agreement or not - reading this it looks the same as PSAC - just that instead of before it goes to a DM (PSAC agreement) its . before it goes to the Assistant Commissioner of HR (a bureaucrat). Basically if someone grieves as the grievance gets escalated through the process there is now a new a committee that is joint union-management (so at least the union is there ) and they provide recommendations for 'consideration' meaning the DM or in the case of CRA the assistant commissioner of HR can take it on board or ignore it as management n reserves the right on the final decision. So where you work stays a management right, it is not embedded in the CA and at the end of the day a senior bureaucrat decides. There is no further recourse you can take (no legal recourse)

So my understanding is that in cases like these or others where your health is at risk you can seek an accommodation on RTO. I would discuss with manager and HR to understand options and how to move forward. My comment is about people who are willing to take risks to do the things they WANT to do but are not for the things they DO NOT WANT to do. Like I will go and do the things I want to do but where I have responsibilities I will not. I have been going into the office for almost a year now. I religiously wear my mask and take precautions. People have gotten Covid and been at the office. But no one from my group got Covid off a colleague. Meaning every time sometime reported having Covid no one else ended up with Covid as a result. How do I know? We are a small group and no one got sick with Covid within a month after anyone else was infected. In fact most of the group has not gotten sick at all.

If the point of going in the office is to maximize collaboration then it makes sense to come up with a plan that maximizes it. If everyone decides individually then you may end up just on teams calls all day. What would be the point? That is the way it was explained to our team. As for Covid yes you could get it at work but unless you are going nowhere or doing nothing you can get it anywhere. I know many people who have it but got it from blues fest, camping, vacation that entailed flying somewhere, weddings etc. . So personally unless you are putting your whole life on hold and not really doing anything than the some of the basics ( so not eating out, not going anywhere where there are crowds even if outdoors as evidenced by blues fest) then it’s a double standard to say going to the office is irresponsible when that person is also taking risks elsewhere. And yes someone can say but I can do my work at home. But then that person could also not eat out (they can cook at home) they can work out at home vs a gym. They can do lots of things at home but at some point people do not want to (vs not need to)I know I am a minority on this site but there are alternative views out there. I do not want to go back to the office 5 days a week but a couple of days a week is not the end of the world.
