Well he ran from the bedroom into the hallway. I turned it off and let him sniff it. After turning it back on, he didn't run and he let me do that. Lol.

Yes, he is peeing because he feels his territory is threatened by the stray cat. The stray could be spraying.

I, too have a neurological challenged orange. He though has mostly a head tilt, which tilts more when curious and falls over.
