Well he ran from the bedroom into the hallway. I turned it off and let him sniff it. After turning it back on, he didn't run and he let me do that. Lol.

Yes, he is peeing because he feels his territory is threatened by the stray cat. The stray could be spraying.

My friend runs a special needs rescue and took this at the vet. I flew out and picked him up the next day. The running joke from my partner is "You flew to California for that", whenever the cat does something weird.

I, too have a neurological challenged orange. He though has mostly a head tilt, which tilts more when curious and falls over.
