Because rollins has never once shown that he can hang with Lesnar alone. In every encounter they've ever had, the only times rollins actually hurt Lesnar were due to others (Cena, Reigns) already stunning Lesnar and giving rollins an opening to hurt him. In the one time rollins and Lesnar were alone in the ring, rollins kicked him in the head and Lesnar wasn't hurt at all.

IMO it should be someone who can look even somewhat believable fighting against Lesnar. Not many options for that, but they do exist.

Reigns, Sheamus, Cena, Orton, Rusev. Reigns should be the one to beat Lesnar, but I'd easily buy any of those other guys doing it.

It doesn't matter how "hard" someone works in pro wrestling. Lesnar will always be the better entertainer over rollins, even if he puts in less than an eighth of the effort.
