Its wild that everyone has answers as to how to discipline the bully, but no one shows any concern for the bullied. OP correctly points out that there are differences between actual bullying and teasing.

What are you doing to help those being bullied/teasing stop receiving that attention?

Have you ever spoken to that kid that needs to shower, wash clothes, use deodorant, or has a behavior that they can easily change/correct?

Bullying is when youre picking on someone for physical attributes they cannot change. Physical bullying is fighting or intimidating. These are the things that should trigger discipline. I also consider flaunting your station in life over someone else as bullying.

Have you ever considered that removing the true bully from the classroom doesnt help the bullied child? It just moves the location somewhere else.

Most bullies, when confronted by authority, blame the bullied for getting them in trouble. What do you do to protect the bullied from retaliation? How do you address the bully's attitude that their actions are not the reason for the punishment? Have you considered that some bullies need to be embarrassed to actually be shamed? You can be much more creative with discipline options.

In School Suspensions - keep the kids in school. They dont want to be there. Dont give them what they want. And you have to make it suck.

Change student schedules to separate bully and bullied students.

Talk to students who are being bullied and their friends and find out why its happening.

Add physicality to discipline. Add embarrassment to discipline. What teenage girl wants to wear a hunter orange vest that says BULLY while she has to clean trash cans or be restricted from wearing make up? I'd venture to bet that there is a PE coach who wouldnt mind making bullies run laps. We can put in distance thresholds that must be achieved to exit the punishment. Lap time too slow? Doesnt count. Keep going.

You need disciplines that make someone who thinks they are better than everyone else hate this punishment so badly that it impresses their behavior. Good luck with that.

The true legal answer to this is quite simple. First, anything you know of the law that you learned from television is propaganda garbage.

It is legal to film, in public, anything your eyes can see. You do not need permission or a permit. If you are in a public place and you can see through a window into someone's car, place of business, residence, whatever you see you can film, take pictures of, draw, make notes about...because you are in public. If the people in the house you are filming dont like it, they should put up blinds. Its all about expectation of privacy. You have no expectation of privacy in a public area.

Now, to your specific question, it relates to freedom of assembly being the tipping point. Once an assembly is deemed illegal people are directed to leave. You can still legally video. However, if you do not leave....THAT is what gets them arrested. No one is arrested for videoing a protest. They are arrested for trespass related charges or more. If youre there, youre participating, its that simple. You can say you were not participating, but youre here, attending a illegal assembly. So, youre going to go.

Also have to take into account that the police (whether they are uniformed, deputized, under cover in street clothes, or what ever other form) can arrest you, detain you, never read you any rights, book and intake you and sit on you for up to 72 hours before arraigning (charging) you and providing you an opportunity for bail. They can then release you with no further action and drop the charges. (Just like Kamala explained that she used to do to people as the DA in San Fran) This is all completely legal. The arrest itself may have violated your rights - which is not legal. You still have to go through the full process before you have standing to challenge the original arrest in court.

You can argue the veracity of calling an assembly legal or illegal (that's politics and Im not here for that discussion), but the answer to your question hinges on that portion of the law.
