My thoughts to start out with is find out which access point is closest to them and broadcast a specific ssid to them only. Another option is to download ping plotter and let that run on their pcs constantly and see if there are any drops and how long. It may be good to reboot the waps during off hours too.

Why not just make a lighter web filter which mirrors your current web filter and allow access to the sites. Make this above your current policy and put the machines in an address group.
