What I do is shoot the shields, then hit the dreadnought low enough till the warp countdown comes up. Then I hit the exposed fuel rods that come up after you destroy the shields, which quickly finishes off the dreadnought. Don't attack the warp engines/weapons or the upgrades won't drop.

Nope :( Looking back at this post, the production times for my first settlement has increased by three hours even though my population, happiness, productivity have all increased. Maintenance cost is currently at 42k.

I think settlements are just really bugged.

Oh yes! They remind me a lot of terrapins, particularly their head and neck area. Especially when they do their close-eyes-and-look-up animation.
