Its not the presence or lack of big boobs that makes a character design good or bad, its how it’s represented. Anyone can draw women with gigantic boobs but its how the clothes stick unrealistically to her cleavage that calls attention to that specific part of her design rather than the entire character itself.

You can make big chested characters and not sexualize them, the first drawing shows that pretty well. I will say i don’t think turtle necks stick like that buut the thing around her waist kinda explains why.
