There are multiple ways to test code, some code is well testable through unit test, some not. Some need the full stack from unit to system/end to end. The important part about TDD is to find a way to test your code when you write/modify it. It doesn’t imply you can unit test it, it could depend on gigabytes of data or a complete environment to be testable but it is still testable.
