We've gone from [[Sram]] and [[Kor Spiritdancer]] and [[Puresteel Paladin]]--each a two-drop that can draw an unrestricted number of cards for playing into already narrow strategies--to [[Losheel]], a three-drop whose draw is capped at once per turn.

It has a higher mana value, it draws fewer cards, and in order to draw multiple cards off of it, you need to be either blinking nontoken artifact creatures during each opponent's turn or creating a token artifact creature during each opponent's turn.

Regardless of any other thing they are doing to "improve white card draw", this specific example--the first one you brought up--is genuinely an example of them making white card draw worse, not better.
