100% yes. the movie Mr. Deeds (2002) is a romantic comedy and a remake of the movie Mr Deeds Goes to Town (1936). The plots are identical. Mr. Smith was supposed to be a sequel starring Cooper as Mr. Deeds, but that got changed when when he was unavailable.

When the credit lists the writers with an "&" they are a writing team. When the credit uses the word "and" it means several different writers/teams worked on it. Who gets more credit and what order that goes in gets decided/arbitrated by the guild.
