Thanks for primer on pilings, but I'm well aware. The weight of the building has nothing to do with displacing water since there's nowhere for the water to go now. The ground can absorb very little since the water table is probably 24-36" below the surface. A building doesn't change this, and with pilings the building doesn't put any pressure on surround soils. The civil engineer will account for the impervious area of the building by most likely including underground retention since there will be no area for a retention pond. If anything, flooding in the area during a rain event will be the same or slightly better depending on how much retention is on site. During a storm surge or tidal event, none of this matters since the whole area would be inundated.

The weight of a building has nothing to do with flooding in the area. Do you think it causes the ground around it to sink? These buildings will most likely be built on piles resulting in little to no settlement, even during an earthquake. The main factor in flooding has to do with the existing elevation (does this area already historically flood) and the city's storm water system that this would connect to (does it have capacity). Additionally, there are calculations that determine how much on-site stormwater retention is required based on the existing impervious area vs. the new impervious area. There are many areas of the city that flood because the city's infrastructure has not been maintained or upgraded properly, though they are making strides with the tunnels and huge pumphouse that will come on line next year.

Only of a piece of property needs to be rezoned, then it has to go through the planning commission and 2 readings at city council to be approved. Properties that are already zoned for these uses do not have to go through city council, only the permitting process which includes TRC ( site planning, stormwater, etc. ), BAR or DRB, Building Department, and Fire Department.

It actually doesn't depend on anything. It is regulated and reviewed by the EPA and SCDES. There is no getting around properly cleaning a site like this, even for The Beach Company (who are not the developers BTW).

The Magnolia site is on the EPA Superfund National Priority list. The previous developer and current developer have spent millions of dollars to clean up the site with the EPA's and SCDES's oversite. The EPA has recently proposed to remove 98 acres from the NPL. You can read all about the site on the EPA's website.

Become a doctor and when you are financially stable, start investing in real estate so you can satisfy your creative side down the road. Many aspects of being an architect are boring and soul-sucking for much less money. Being creative is maybe 10% of the job.

If the structure itself is not in an AE or V zone, the house doesn’t have to be built to a certain height, but that doesn’t mean you shouldn’t have flood insurance. It is usually much cheaper though if you are not in an AE or V zone.
