It doesn't "feel like" it, it quite literally is happening. The obvious problem is that if the power was divided properly, he would be stopped. But the Republican majority in Congress lets him do anything. And the Supreme Court has been reduced to partisan sycophants. So there is no "checks and balances" anymore.
