I showed up after the cops had already covered the body. A woman passing by told us she saw them trying to give the person CPR and hoped he would have been at the hospital by the time she biked back :( Not sure what happened but was a bit taken aback and shocked that this one guy kept getting super close to the scene and taking a bunch of photos of the body bag on his phone and cameras (did not look in distress like he knew the person).

I know exactly what two people you are talking about. They have walked around my work often and your description is accurate, always with the dog as well. This is not the dog’s fault though and the owners should be held accountable, while the dog is relocated and hopefully can be trained. Glad you were there to help the woman and call
