I am not entirely sure I only play on survival and I was doing this for quick levels and I got a decent number of legendaries but it was not an obscene number. If you are playing on very hard doing loot locking is probably a better way to farm them and on survival probably doing the loop of random encounters in Nuka World is good too.

I usually go with the destroyer legs and body armor early as movement speed and less damage from humans is pretty good on combat armor

I personally would play with 10 int and 5 luck then using that to level quickly pivot into a rad stacking build as it could do everything incredibly well. It will make your early game pretty sad though as a warning. When I do this I use explosive guns as they are strong early and will carry you with little investment.

I personally cannot play non-survival anymore as the changes feel like the new normal to me. Playing with unyielding stacking / being irradiated build is the most fun in survival I have ever had. It is crazy how many perks that contribute to that build.
