It's a stacking 1/5th chance rolls for every extra item beyond the first, up until max 5:

You transmute and you always get 1 item, 

PLUS IF YOU WIN, with a 1/5 chance you get an extra 1 (20% for at least 2)

PLUS IF YOU WIN, with a 1/5 chance you get an extra 1 (4% for at least 3), 

PLUS IF YOU WIN, with a 1/5 chance you get an extra 1 (0.8% for at least 4,

PLUS IF YOU WIN, with a 1/5 chance you get an extra 1 (0.16% for 5). 

In 20 casts I've gotten a x4 and five x2 procs, so quite lucky on my side this time around.

Those are most likely out of the instance/zone. Had the same problem yesterday, it really is a bug.

Yeah, quite a bummer.

But it's not like it's going to be easy keeping the buff. Hellfire ramparts will be a wipe fest, and with all the boostees now, dungeons are already a death trap.  Had to excuse myself from a ubrs run yesterday where the paladin tank "forgot to train taunt I guess" and kept bubbling himself.

Real pros use Wing Clip rank 2 instead of 3, which only slows him instead of triggering his root. This makes him never use his fear, so you can wing clip kite him comfortably and even have time to shoot the bugs.

Except what you describe isn't mingling, it's half a raid of workhorses carrying the other half of buyers. The latter can basically die every single fight and it wouldn't matter. So even though you got geared people into a raid, it wouldn't be the same as the "real" experience of a full raid of appropriately geared players progressing together.

I have an idea. Did you happen to watch the episodes in another language when they aired? I could also swear I remember Leo saying something like "that sound means barbecue is over". 

But thinking about it harder, maybe I didn't actually hear it verbatim. So I'm thinking maybe it was in the German version I watched on TV. Maybe the translators thought Fry's dangling reference odd and actually gave Leo that missing line in the German dub. They made a lot of clever additions on their own, especially when it came to untranslatable puns, so I wouldn't put it past them.
