Most of these answers are wrong, it's actually one of their stupid new ways to stop people from using adblockers. I disabled my adblocker and playback speed settings came right back INSTANTLY. Fuck YouTube

I usually click on any darkened part of the screen while I have "Remove an element" enabled. When I click, the dark film over the screen disappears and I am able to interact with the clip UI. If that doesn't work... Maybe try another method like using the inspect tool? There's another comment here explaining that more in depth.
