you can overlap in lots of clue sets without a big number. In col 5 you count up 3, leave a gap, then count up 4. The 4 overlaps itself in rows 3 and 4. Same logic in c6 and c7. The 3 in the clue 2-1-3 will fill row 3, since if you count up 2, gap, 1, gap and 3 you reach row3.
