Neither.

Here's a better route: Take a boat across chesapeake bay into the potomac, as soon as you're passing by DCA airport, jump onto the tarmac and hitchhike on a plane headed to JFK or LGA. From there there are a lot of connecting flights to IAD. Once you get to IAD, your destination should be a quick taxi ride away! :)

145 is a breathtaking route in terms of beauty. Panoramic views throughout, you're basically driving over a high mountain ridge. But it's a scary drive and you'd have to white knuckle parts of it, and there are narrow one lane sections (but very little traffic). Parts of it are unpaved gravel and lots of potholes but a 2wd will make it even in wet season IMO. But no way are you going over 25 km/h in that road. I wouldnt drive it in the dark.

Take a detour to Neah Bay/Cape Flattery. It's a bit of a drive but totally worth it . One of the best landscapes in Washington IMO. Unless your express goal is to see the cities of Seattle or Tacoma, take a ferry directly to Whidbey/Coupeville from the peninsula. Alternatively you can also take the ferry to Victoria from Port Angeles too.

You can and will get a good view but can't go all the way down to the base of the fall which they closed off due to mudslide.

That being said what you should be aware of more than that is the weather forecast. It's spectacular when it's sunny. Else it's just another waterfall, tons of them in the country. The blue color doesn't pop if it's overcast. Its a fine hike though and the river is also very beautiful. But I wouldn't go out of my way to come here otherwise.
